In a tectonically active environment, rocks break. Big rocks break. Then they break smaller. It's entropy. It's erosion. Once the rocks are broken though, fluids rich in minerals can infiltrate the fractures. As they move through the fractures, changes in pressure, temperature, or chemical environment can cause the minerals to precipitate out of the solution.
The precipitated minerals start to fill in the spaces between the rock fragments, acting as a natural cement. Over time, this process binds the fragments together to form a solid rock again.
